EFAF Anti-doping Rules

1. The European Federation of American Football
 

Prohibited in accordance with the IOC and the forbidden substances lists of the IOC, Doping and forbidden drugs in all American Football Competitions and practices within the reach of the EFAF member Federations.

2. Drug tests
 

Drugs tests may be executed in all events in which athletes of the EFAF members take part at any time.

3. Guidelines decree
 

For guidelines decree, objections, complaints or co-ordinators with the EFAF BoD is the responsibility by EFAF anti-Doping Commission.

The Athlete himself or his officials or Federations in case of an athlete who was given medication which contained doping substances to treat disease and /or injuries

  5.
5. Refusal to take the test
 
 
Refuse to go through a doping test is equal to a positive result of the test.

If the athlete who is chosen for the drug test doesn’t come or is later coming to the control area than the time on the official paper is registered, it leads to a positive result of the test.

Any medical attestation is to presented to the head Referee before the competition started.

Attestation after the competition or during the drug test will not be accepted.

  6.
6. The EFAF Anti-doping committee
 
 
The EFAF Anti-Doping Committee ( =ADC) have to control or order drug tests with the BoD. As an independent and impartial part of the EFAF the ADC will not control the drugs test by themselves.

  7.
7. The responsibility
 
 
The responsibility for violations of anti-doping rules is on all, athletes, officials, medical doctors, masseurs, physicians, trainers, coaches etc. of EFAF member Federations who have had the knowledge of any violation and not initiated immediately a drug control or let the ADC know of the violation.

  8.
8. The minimum sanctions are as follows
 
 
A) First Violation

Penal verification of the game in which the person(s) found guilty was involved.

The person will be excluded from the competition and banned from national and international competitions for a period of 2 years.

B) Second violation

Same as above but banned for life.

In case of a positive result analyses Ephedrine, Phenylpropanolamine and similar substances, when for oral use and medical purposes in connection with breath-relief means and/or antihistamines, the penalty for the first violation is three months of suspension, for the second violation is a ban for a period of two years and for the third violation, banned for life.

9. A penalty is due when
 
 
A) The sample is positive and the athlete does not ask for the B sample.
B) The A & B samples are positive, the result of the B sample is final in this case.

10.
10. Framing conditions

 
 
1) An athlete is entitled to take part in this sport until the final result of the test is available.
2) In case of a positive result, all penalties are to be pronounced retroactively to the date of the drug control.
3) The penalties are pronounced by EFAF and they also control the fulfilling of there decision.
4) In case of a positive final test result the respective EFAF member Federation shall take over the complete costs of the entire control.

  11.
11. Concluding claus
 
 
1) In case of a positive A sample, the athlete has the right to ask for the B sample.
2) Every athlete has the right to call a person of his trust, to be present during the drug control.
3) The EFAF official for the drug tests is the ADC and will also be present during the drug control to guarantee the rights of the athlete and the independent and impartial treatment.
4) Member Federations found guilty to make drugs tests difficult or impossible will be fined by EFAF in the amount of DEM 10,000 in the first case, and shall be excluded from EFAF in case of a repetition of such behaviour.
5) Member Federations found guilty who do not pronounce the respective sanctions or do not execute and control the sanctions pronounced will be fined in the amount of DEM 10,000 in the first case and shall be excluded from EFAF in case of a repetition
